Policy and Project Evaluation: Context, Theory and Methods
May 29th - May 31st 2000, Brussels, Belgium

This addressed the top-down perspective, specifically with respect to policy and project evaluation. The objectives of this work package were to chart the context of policy and project evaluation. It: (a) Analysed how the decision context as defined by the institutional, regulatory and territorial aspects of the policy process influence the definition of the problem and the set of options identified for resolving it; (b) Compared the policy context in transport with that of other fields - environment, energy and social policy; (c) Compared different theories in public policy analysis from welfare economics to public choice and management approaches; (d) Examined the different assumptions implicit in different policy and project evaluation approaches, in particular cost-benefit, multicriteria and system analytic approaches; (e) Compared how these same approaches have been applied in other policy areas, in particular environment, energy and social policy.
