Workplan
Trans-Talk has been organised in 5 work packages. Three of these work packages entailed organising three workshops.
Workpackage 1: Network Management
Duration: 18 months (01/00 - 06/01)
Objectives: Administrative and Scientific network management
Outputs: Progress reports at months 6, 12 and 18; Mid-term assessment report at month 9
Workpackage 2: Context of Policy and Project Evaluation
Duration: 6 months (01/00 - 06/00)
Objectives: Analyse context of evaluation
- how does decision context influence definition of problem and options identified as possible solutions;
- compare transport with other policy sectors both in terms of decision context and in terms of evaluation.
- compare different theories in public policy analysis;
- compare assumptions in CBA, MCA, etc.
Outputs:
- Literature survey on theory and method of evaluation in transport, environment, energy considering social policy issues in framework of sustainability.

Workpackage 3: Inventory of Methods at Application Level
Duration: 8 months (05/00 - 12/00)
Objectives: Assess applied research in evaluation field in transport sector
- Compile information on EU-funded and other projects
- Define indicators for classification with input from WP2
- Compile database
- Evaluate strengths / weaknesses
Output:
- Workshop 2 (D3)
- Project database with indicators (D4)
- Report on workshop with synthesis and commissioned papers (D5)
Workpackage 4: Framework for integration in Evaluation
Duration: 6 months (01/01 - 06/01)
Objectives: Elaborate framework of integration
- Integrate results of theory (WP2) and application (WP3)
- Guidelines for policy-makers and analysts
Output:
- Workshop 3 (D6) with discussion paper distributed prior
- Final Report (D7)
Workpackage 5: Dissemination
Duration: 14 months (05/00 - 06/01)
Objectives: Dissemination
- Academic publications (books, journal articles)
- Rapid reports
