Objectives

TOOLQIT has the following objectives:

  1. To further develop and validate common definitions for levels of service (LoS) for all passenger and freight transport and intermodal transport;
  2. To propose suitable indicators for level of service and quality of transport, both for nodes and for links;
  3. To determine an accounting framework and method to measure these and assess impacts of policy actions through inclusion in an European transport network model;
  4. To recommend procedures and roles in the exploitation, uptake and transfer of results.

The core of TOOLQIT methodology will be developed in the accounting framework tradition i.e. it shall be based on an explicit formulation of the elements of the transport system under investigation and the variables that need to be measured for each. Following the terms of reference, the methodology must address:

  • all modes of transport, including intermodal transport;
  • passenger and freight transport;
  • odes as well as links in the infrastructure network.
