Acronym TEPEVAL Title Evaluation of Environmental Policy Instruments: 1st application of the "Self-Assessment-Guide" in Austria Co-ordinator ICCR, Austria Client Austrian Federal Ministry for Environment, Youth and Family Duration January 1993 - May 1993 Person Responsible Liana Giorgi Objectives A self-assessment guide was proposed as an instrument of evaluation to be used by governments in order to identify the mode of operation, advantages and disadvantages of specific policy instruments as well as for promoting discussions on the subject amongst various parties of interest. England, the Netherlands and Austria (ICCR) undertook to pilot test this guide. In this context the underlying concept of the OECD Technology and Environment Programme as well as that of the Self-Assessment Guide itself is also discussed. The Guide was operationalized as a questionnaire targetting experts in the field from the level of policy-making and implementation.
The questions of the Austrian version of the Self-Assessment-Guide reflect the following aims, in line with the general conceptualization and aims of the Guide: the evaluation of the operation and effectivity of specific instances of the above policy instruments, specifically with respect to 'cleaner technologies'; the evaluation of the extent to which negotiation mechanisms are already in operation with regards the design and also the implementation of specific environmental policy instruments. Negotiation mechanisms are proposed by the OECD as a means for seeking a balance between environmental goals, social and political realities and economic objectives (specifically, in connection with the competitive position and investment strategies of the economic sector); the evaluation of the comparative advantages and disadvantages of certain instruments over others; the evaluation of the conditions under which specific policy instruments work better; and the evaluation of the interactive effects amongst instruments in order to identify policy-mix models. The analysis furthermore included the context of the development of environmental policies in Austria.
