The ECHP was launched in 1994 by EUROSTAT as a comparative European project among member countries of the European Union. Its objective is to collect social policy relevant comparative information on income and living conditions. Austria has joined the ECHP in 1995 following a feasibility study (1994) and pilot survey (1995).

The ECHP in Austria is being carried by the ICCR in co-operation with IFES and FESSEL under the auspieces of Statistics Austria and with financial support from EUROSTAT and the Federal Ministry for Labor and Social Affair.

The time frame of the project is as follows:

Feasibility Study 1994
Pilot Survey 1994/95
First Wave 1995/96
Scond Wave 1996/97
Third Wave 1997/98
Fourth Wave 1998/99
Fifth Wave 1999/2000
Sixth Wave 2000/2001

The ECHP is conceptiolised as a panel survey with information collected at household and individual levels. It relies on two main instruments, namely the household and the personal questionnaire.

The household questionnaire is structured into five topics: Housing conditions, housing costs, household income, subjective evaluation of HH financial situation and child care.

The personal questionnaire is structured into: work, child care/old people, social relations, education & training, personal income 1994, health & well-being, life satisfaction and demographic information. The survey 1998 covers a representative sample of 3,000 households (approximately 8,000 individuals).
