Objectives The animating principle of the idea of the innovation agency is the general agreement that scientific knowledge which exists among and is developed within the scientific communities has to be transferred on a bigger and more systematic basis to business and society at large in order to facilitate its exploitation for the economic development of Slovenia. The innovation agency will take advantage of the potential synergy of science/technology and manufacturing bases in a coherent and consistent manner and will forge the necessary inter- institutional relationships in order to achieve that objective.

Phase one of the project consisted of a kick-off meeting to reach the objectives of full implementation of the innovation agency and brought together the relevant ministries, representatives from the parliament and other authorized actors and participants from innovation agency type organizations from small and medium size countries in the EU with the aim of achieving a common understanding of best practice models that are to be adapted to the specifics of the Slovenian innovation situation and requirements.

Recommendations following that procedure cover the results of the above feasibility study and recommendations in order to enablerapid implementation of an innovation agency. They take into consideration the findings of the reports completed so far on the Slovenian innovation system; include an organization plan which clarifies the relative roles of the various institutions and actors in that system; an implementation timetable; management structure and machinery; mission statement and modus operandi; and phased implementation costs as well as the legal dimension and integrates international experiences adapted to Slovenian requirements and circumstances.
