Objectives This workshop looked at the role of research and technology co-operation with Central and Eastern European countries within the context of economic globalisation, with a special view to the role of private capital. It examined various attempts to foster co-operation, and strove to identify problems and find solutions.

The ongoing process of globalisation has significantly changed the role of national innovation and R&T systems. The simultaneous transition of the formerly Eastern-Bloc economies should be seen against the background of this world-wide evolution. Due to geographic, historic and economic reasons, the implications of these processes are most evident to the European Union's member states on the one side, and the Central and Eastern European Countries (and NIS) on the other side. Beginning in 1989, a co-operation at all levels has started and many new links have been established.

After nearly a decade, the process is still accelerating, also due to the challenging goals formulated in the "Agenda 2000". What has accelerated even faster is the scientific knowledge about the transformation processes itself: our insight into the role of S&T and innovation systems is deepening rapidly and is beginning to be applicable as an important basis for policy makers and formulators.
