The Austrian Federal Ministry for Economic Affairs commissioned this study for use as a guideline for S&T policy formulation during Austria's EU presidency in the second half of 1998. The study focuses on changes within the EU administration as well as on changes in the S&T policies of Central and Eastern European Countries (CEECs), especially those bordering on Austria and those being shortlisted for EU membership (Slovenia, Hungary, Slovakia, Czech Republic, Poland, and Estonia) By means of expert interviews with PHARE experts and S&T policy makers of the European Union and of Central and Eastern European Countries, the dynamic structure of EU-CEEC interactions in the Science & Technology sector, including cross-border co-operations, changing financing arrangements and shifting policy objectives, are to be plotted over a period of one year. The final report will suggest priorities for Austria's S&T policies towards the EU and its Eastern neighbours. |
