Objectives

The ICCR was commissioned by the DG XII (INCO) to study RTD collaboration activities of EU/EEA countries with the Central European and Baltic States. The Study relied on a surves of expert knowledge and opinions in public institutions (especially ministries) and major research institutions. What could be shown is that among the EU/EEA countries the major actors in the field of RTD co-operation with the CEBS are Germany and France; the the Nordic countries are also playing a significant role. The least engagement in such co-operation activities is exhibited by the penpheral countries Spain, Portugal and Ireland. The major beneficiany of RTD co-operation efforts is Poland, followed by Hungary and the Czech Republic. The Baltic States are likense of importance, but mainly in relation to the Nordic countries.

Overall, a total of 80 billion ECU was estimated to have been channelled into RTD co-operation activities with Central European and Baltic States by EU/EEA countries.

The report includes information on the S&T systems of the EU/EEA countries, on the major institutional actors in the field of RTD co-operation; volumes and trends.
