Objectives

As a result of the increasing deregulation of national water markets, more and more private companies are involved in the water market. This development has been met by controversial discussion on the advantages and disadvantages of private sector involvement and public-private partnerships in the water market. With regard to the current transformation of national water markets, the issue is how technological modernisation will be realised, how transparency will be enhanced, how the interests of consumers can be considered and how health and environmental standards will be guaranteed.

Against this background, AQUALIBRIUM aims at giving an overview on the current debates and analyses the various models of involvement and co-operation between the public and the private sector in the EU member states. Therefore, AQUALIBRIUM produces a country report for each member state presenting the thematic differences in the debate of each country and analysing the national particularities in legislating, organising and financing the distribution of drinking water and sewage. On the basis of these reports, the arguments concerning the advantages and disadvantages of the various modes of co-operation as they are brought forward in the debate will be summarised.

Working jointly with experts of various fields, such as privatisation and water economists, research institutions specialised in water research, environmental and consumer interest groups, AQUALIBRIUM aims at initiating an European expert network in the area of water and public-private partnership. The results of the project will inform the European Commission about the various arguments and actors involved in the current debate on private public partnerships in the water market.
