Achieving these aims will involve three major steps:

1. Social policy impact analysis: The impact of social transfers on reducting the risk of exclusion

During this stage we will identify and characterise the risk populations in different European countries; carry out a review of policy goals and objectives and specific measures in the field of housing as implemented in EU countries in parallel to institutional assessment analyses; and evaluate the impact of housing policies in select countries. Methodologically this involves secondary analyses of existing sources at the national level, ECHP analysis, desk reviews and expert interviews with relevant actors regarding the contents of policies.

2. Developing instrument to assess  the performance of re-housing measures

This work package will be concerned with the development of indicators for performance measurement as an assessment tool; we will test and demonstrate the use of these indicators by means of an evaluation of selected services; and conduct follow-up case studies on re-housed persons.

3.Standards of service delivery

Finally, we will develop measures for a quality assurance approach, elaborate on quality standards and present these in form of a manual.  This task will involve a systematic study of models of best practice in service provision for socially deprived people to develop standard indicators of service delivery addressing the service environment, user rights and the results of the previous research steps.
