David Alcaud is presently Research Fellow at CIR, where he heads the department Public Spaces, Political Spaces. Dr. Alcaud is Coordinator of the European projects EUROPUB and SEPTENTRION. He studied Political Science at the Institute of Political Science in Paris, Comparative Literature at Canterbury (UK) and the University of Paris III Sorbonne Nouvelle, and Sociology at the University Paris X Nanterre. His Doctoral Thesis in Political Science (completed in January 2003 under the supervision of Marc Lazar) was entitled: “Italian Cultural Policies: Sociological and Historical Study of the Invention of a Public Policy.” After having taught political science at the University of Picardie for two years, where he was Associate Researcher with the CURAPP (CNRS, UMR 6054), he currently teaches political science at the Paris and Lille Institutes of Political Science. He directs the Manuel de Culture Générale, Hachette Supérieur, (New Edition, 2004) an is Collections Director at the publisher Ellipses. His current research interests include the modernization of States and public utilities in Europe, European cultural policies, urban studies and the comparative study of territorial reorganization processes. Forthcoming publications for 2004 are: “Electronic Government and the French State: a Negotiated and Gradual Reform” (with Amar Lakel), in Information Polity: the International Journal of Government and Democracy in the Information Age, in press; “Peut-on comparer les politiques culturelles?”, in Faire de la politique comparée au XXIe siècle, Karthala, 2004; “La politique culturelle européenne: analyse de la construction d'un paradigme négocié” (with Jean–Miguel Pire), in Sociologie de l’Art, in press; Co–director (with Laurent Bouvet) of the Dictionnaire de science politique et sociale, éditions Sirey/Dalloz, in press. He is also co-director (with Enzo Traverso) of the section “Politics” for the Notionnaire published by Encyclopedia Universalis.
