The gradual emergence of the European supra-national polity has meant that today more than 50 per cent of national legislation follows European directives. At the current pace of development the next twenty years will see the consolidation of a European polity with a high degree of policy integration.
Do you expect this trend to be higher or lower in the next years?

The White Paper on European transport policy foresees the introduction of road pricing and the investment in alternative modes, including the creation of a single European railway system. This is expected to lead to an increase of passenger transport by rail by 38 per cent  between 1998 till 2010 (instead of 13 per cent if the policy package is not implemented). This would imply an average yearly increase of 2.7 per cent.
