Sunday, June 2nd 2002

Arrival Day

Participants are encouraged to make arrangements to arrive to Vienna and subsequently travel to Semmering already on Sunday. Semmering can be reached by train from the Vienna South Train Station (accessible from the Vienna airport by either taxi or bus). There is a regular service and the trip lasts one and a half hour. Details regarding the time plan will be provided separately. A shuttle bus from the Vienna airport to Semmering will also be organised for those arriving to Vienna airport late on Sunday evening, at around 18.00 hours. A second shuttle will be available for late arrivals on Monday morning at around 11.00 hours.

Tuesday, June 4th 2002 - Parallel Sessions

 

09.30 to 12.30 DRIVERS and ISSUES

Drivers are those generic factors that drive developments in the energy and environment sector from the economic, political, policy, technological or societal perspective. Issues are those factors that result from drivers and which are more specific to the area under study. The following policies and measures are to be considered: National Energy and Environmental/ Sustainable Development Strategies and Plans. “dirty” subsidies, green taxes (mainly on fuels), prices (for public transport and freight transport), direct and indirect policy measures, demand side traffic management, consumption and behavioural patterns, etc. (the list will be updated after consultation with experts prior to the seminar).

  1. Exchange views about what important drivers and/or issues (20 to 40 altogether) without necessarily separating between the two. These should be written down with the help of the moderator and/or his/her assistant

  2. Separate the factors into two groups of ‘drivers’ and ‘issues’ depending on level of generality.

  3. Consider the temporal dimension of each factor – in what time frame are drivers and/or issues likely to become relevant? short-term, medium-term; long-term

  4. Consider the spatial dimension of each factor – are some of the drivers / issues more important for some geographical areas than others?

  5. Process the information through a matrix (to be written down and typed at the break by the conference secretariat.

14.30 to 17.30   RELEVANCE for TRANSPORT

Not all drivers and issues in the energy and environment area are equally important for the transport sector. In turn, the relevance of the factors might differ depending on whether we are referring to contemporary transport trends (increase of transport demand coupled with economic growth and with several negative externalities) or desired trend-breaks (decoupling) but also variably according to modes or sub-sectors within transport or policy.

  1. Cluster factors according to importance (high, moderate, low) for the transport sector

  • Considering contemporary trend developments

  • Considering desired trend-breaks

  • Considering modes or sub-sectors within the transport sector

  • Considering the scope for policy intervention (transport and non-transport)

RELEVANCE for TRANSPORT (… continued)

Following from the results of the previous session, the objective of this session would be to specify the relevance of the energy and environment sector for the transport sector and subsequently to specify for each HOW they are likely to be played out (i.e. through what FILTERS, CONDITIONS, INTERMEDIATE VARIABLES).

  1. For those factors identified as of high importance for the transport sector, specify the conditions (external and internal), relevant filters and intermediate variables through which these might have an impact on the transport sector.

  2. For those factors identified as of moderate importance for the transport sector, specify the conditions (external and internal), relevant filters and intermediate variables through which these might have an impact on the transport sector.

STRATEGIC GOALS and ORIENTATIONS: WHERE TO GO, WHAT PRIORITIES?

Having established the main drivers and issues in the energy and environment area and how they relate to the transport sector, the objective of this session will be to establish strategic orientations for the future and for policy. This should be done by prioritising the factors discussed in the previous sessions. Not all experts are expected to have the same preferences in this connection and it would be important to tap on this variation of preferences in order to elaborate on the options available.

  1. Each expert should consider the various factors identified and discussed in the previous sessions and prioritise them according to his/her individual ‘preferences’.

  2. Each expert to present their ideas in a roundtable.

  3. Discussion of various opinions

  4. Clustering of various opinions into options for the future and policy.

  5. Process the information in written (to be typed by conference secretariat during break).

Thursday, June 6th 2002 - Parallel Sessions

 

09.30 to 12.30

HOW TO ACHIEVE STRATEGIC GOALS

The objective of this session will be to examine the strategic options identified in the previous session from the perspective of what needs to be done to achieve them. This exercise should be done for each of the distinct strategic options or clusters identified by the previous session and should consider policy instruments (regulatory, economic, voluntary agreements, etc.), the role of RTD, the role of the economy and business as well as the role of the civil society, attitudes etc. The analysis in other words should take an ACTORS’ perspective.

  1. For each of the strategic options identified by the previous session consider:

  • Role of policy intervention (regulatory, economic) at EU/national/regional levels

  • Role of technologies and RTD

  • Role of economy and business

  • Role of civil society

  • Role of values, attitudes, etc.

  1. Analyse changes or interventions with regard to temporal and spatial dimension

Write up results (to be typed by conference secretariat during break).

INDICATORS and MONITORING

Having elaborated the strategic goals for the future and the measures that would need to be taken already in the short-term for achieving these goals, this last session should suggest indicators and yardsticks according to which monitoring could be carried out. The indicators should be to the extent possible specific and measurable. Qualitative indicators should be described.

  1. Specify dimensions to be monitored and measurable indicators and yardsticks per dimension

  2. Write up results (to be typed by conference secretariat during break)

  3. Resume / summarise results of all sessions

Decide on a rapporteur to report on the consultations of the group the next day.

Friday, June 7th 2002 - Joint Parallel Sessions

The objective of this final panel session is to jointly discuss the findings of the parallel sessions paying attention to the interfaces and towards cross-sectoral integration.

Two shuttle buses will be organised at 14.30 to bring participants back from Semmering to Vienna or Vienna airport. Alternatively participants can take the train back to Vienna.

Those wishing to stay on either in Semmering or Vienna for the weekend and wishing assistance with accommodation should inform the organisers well in advance to make arrangements.
