European Transport Policy and Research: What Future?
May 17-18, 1999, Vienna, AustriaWhat is the meaning of ‘sustainable mobility’? Is there a European common transport policy? To what extent is policy relevant for transport developments? What is the contribution of European transport research? These are some of the questions and themes addressed by the Vienna May conference on European Transport Policy and Research.
The general aim of the conference was to provide a forum for both policy-makers and researchers in the field of transport to discuss issues of common concern. The conference has been organised around the core theme of policy analysis. At the eve of the millennium and as the twin processes of European integration and enlargement gain momentum, it is necessary to develop and elaborate strategic visions for the future that can assist the formulation and implementation of relevant measures towards sustainable mobility. To do this it is important to understand the dynamics surrounding policy formulation and implementation, the conflicts of interest underlying these processes at the regional, national and supra-national levels, the inherent contradictions of the ecological modernisation discourse as it applies to transport and the role of the public or the citizen in determining trajectories for future developments.
Much of European transport research (the 4th Framework Programme) has been concerned with providing answers to the above questions, with the identification of best-practice models and/or the specification of tools or methods for analysing interactions in a complex environment of insecurity. Twelve presentations will deal with some of the most interesting results emerging out of this body of research. Specific topics include:

- Lessons to be learned from the Implementation of Major Infrastructure Projects
- Goal Performance Evaluation: Putting Policy to the Test
- Barriers to the Implementation of Transport Initiatives
- Public Acceptability: From Persuasion to Confrontation to Consensus-Building?
- Discourses on Accessibility as a Measure of Equity
- Strategic Environmental Assessment in Transport
- The Future of Trans-European Corridor Developments in Eastern Europe
- Deregulation vs. Re-regulation and the Future for Liberalisation
- Science and Policy Interaction: The Role of Strategic Transport Research
The conference was organised by ERRI, the ICCR and the European Association Transport Research Group with the support of the European Commission (DG VII). The conference commenced on the afternoon of May 17th and finished on the afternoon of the of May 18th. It took place in Vienna at the Austrian Ministry for Science & Transport. Conference languages where English, French and German (with simultaneous translation). Participation has been free but was limited to a total of 60 participants.
The Conference has been organised in the context of TENASSESS.
