Accession and Beyond: The European Dimension of Re-shaping Science & Technology Co-operation

An overwhelmingly positive response to last November's 2nd Semmering Science &Technology Forum shows that the European Union's plans for eastward expansion has created the need for informal but regular meetings between officials of the EU and the accession countries. The ICCR is striving to provide the institutional framework for these contacts by continuing the "Semmering Science and Technology Forum" into its third consecutive year.

This year's conference will analyse current European research policies in a global context. It will be the conference's aim to identify policies and strategies for the internationalisation of RTD, and, more specifically, for enhancing the opportunities for co-operation within and outside the EU member states.

Against this background, the major focus will be the technical problems encountered in the process of EU accession, in particular the integration of Eastern RTD systems into those of the European Union. Thus, experiences with "Twinning" and other S&T institution building measures will be major issues at the conference, as will be experiences with the "screening" of the S&T related parts of the acquis communautaire, accession strategies, enforcement infrastructures, and actual and potential problems in the implementation of accession strategies in the S&T sector.
