
Cluster Policy: At the Local-Global Interface: The regionalization of Innovation Policies

This international conference, co-organized by the City of Paris, the Ile-de-France Regional Council and the Centre interdisciplinaire de recherche comparative en sciences sociales (CIR), will raise – from a comparative point of view – the issue of regional innovation policy governance: agenda setting and decision-making related challenges, including coordination and cooperation challenges; operational networking; social and environmental impact if innovation support policy; ethical aspects; etc.
The conference will particularly provide a specific insight into cluster policy (Local Productive Systems, Competitiveness Clusters, pôles de recherche et d'enseignement supérieur, etc.) and question its relevance and effectiveness, both in the Paris region and abroad: is this policy effective in meeting the needs of the regions, the latest being defined not only as political entities but also as economic and social ecosystems? International comparative views will be provided by representatives or experts in European clusters.
The conference will thus address if and how it is possible to ‘regionalize’ innovation policy, in a way favourable both to the emergence of innovative ideas and technologies, as well as to their marketing, but also in a way inclusive of users and cautious of the impact on the whole regional ecosystem (human, economic and environmental, relating either to the role of SMEs in Competitiveness Clusters, to the very concept of Business Social Responsability and related practices, or to the quest for new impact assessment indicators).
